Strengthening Aviation And Logistics Cooperation Between Vietnam And The United Kingdom: New Opportunities For Transport Sector Businesses

On July 29, 2025, in Hanoi, Minister of Construction Trần Hồng Minh held a working session with the British Ambassador to Vietnam, Mr. Iain Frew. The meeting opened up promising prospects for deepened cooperation between the two countries in transportation infrastructure—particularly in rail and aviation, two key sectors vital to trade connectivity, logistics, and economic development.

Strategic Partnership Drives Transport Sector Integration

Vietnam and the United Kingdom officially established a Strategic Partnership in 2010. Over more than a decade, bilateral cooperation has been continuously strengthened and expanded across various sectors. By 2024, two-way trade had surpassed USD 8 billion, reflecting the growing demand for goods, services, and investment exchange.

As one of the world’s leading developed economies, the UK boasts advanced capabilities in technology, construction, logistics, and aviation workforce training. Meanwhile, Vietnam is the fastest-growing air transport market in Southeast Asia, with passenger growth estimated at 5–6% annually. This forms a strong foundation for enhanced collaboration between the two nations, aiming toward sustainable growth, digitalization, and the greening of the air logistics sector.

Opportunities in a Rapidly Growing Aviation Market

Minister of Construction Trần Hồng Minh speaking at the working session.

Minister Trần Hồng Minh emphasized that Vietnam is targeting 150 million air passengers by 2035 and 200 million by 2040—nearly double the volume recorded in 2019. To achieve this goal, the government is making major infrastructure investments, most notably Phase 1 of the Long Thanh International Airport project, scheduled for completion by the end of 2025.

In addition, Vietnam Airlines currently operates two direct routes to London (LHR) from Hanoi and Ho Chi Minh City, transporting 61,000 passengers in the first five months of 2025—a 9% increase year-over-year. The seat occupancy rate has reached nearly 87%, indicating strong and stable demand.

This presents an opportunity not only for airlines but also for logistics service providers, airport warehousing firms, multimodal transport operators, cargo handling companies, and cold chain solution providers. Expanding flight partnerships, upgrading services, and embracing digital transformation will enhance Vietnam–UK air transport capacity and improve international supply chain efficiency.

Potential for Cooperation in MRO – Aircraft Maintenance, Repair, and Overhaul

According to Ambassador Lain Frew, the UK government hopes to create even more opportunities for collaboration with Vietnam.

A notable highlight is the joint project between the Swire Group and HAECO at Van Don Airport to develop a modern MRO (Maintenance, Repair, and Overhaul) center. This initiative is part of a broader strategy to build a comprehensive aviation ecosystem, establish a high-quality aerospace support industry value chain, and reduce reliance on foreign markets.

With its strong technical capabilities and management expertise in aircraft maintenance, UK enterprises are well-positioned to serve as long-term strategic partners in this sector. At the same time, the presence of international MRO centers in Vietnam will enhance the country’s investment appeal, boost the export of aviation technical services, and support its ambition to become a regional hub for logistics and aviation engineering.

Air Logistics – A High-Potential Sector Ready to Be Unlocked

As trade activity between Vietnam and the United Kingdom continues to flourish, the demand for fast, safe, and reliable cargo transport is becoming essential. Air freight stands out for its speed, dependability, and ability to handle specialized goods such as perishables, high-value items, and cold-chain shipments.

However, to fully harness this potential, Vietnam must upgrade its air logistics capabilities by:

  • Developing international-standard airport warehousing systems
  • Expanding transshipment and multimodal transport services
  • Applying digital technologies and AI in cargo management
  • Engaging in international cooperation for training logistics professionals in aviation

These areas present clear opportunities for UK businesses to engage directly or through public-private partnership (PPP) models with Vietnamese enterprises—jointly building a more advanced and sustainable logistics ecosystem.

Airport Rail Link: A Strategic Direction for the Future of Transportation

In addition to aviation, the Ministry of Construction is actively promoting major railway projects such as the North–South high-speed line, connections with China, and urban rail systems. Integrating rail with airports (airport rail links) not only helps ease road congestion but also enhances the flexible and efficient movement of both cargo and passengers.

UK businesses—with their expertise in high-speed rail infrastructure, operational technologies, and multimodal transport integration—can serve as consultants, technology contractors, or long-term investment partners in these initiatives.
