Vietnam Aviation Authority Calls for Comprehensive Infrastructure Risk Assessment Ahead of 2025 Storm Season

In response to the increasing threat of extreme weather affecting airport operations, the Civil Aviation Authority of Vietnam has urgently called on industry stakeholders to implement disaster preparedness plans. In particular, the authority has mandated a comprehensive reassessment of infrastructure and runway safety to ensure continuous, safe flight operations and the uninterrupted flow of the supply chain.


1. Extreme Weather Poses Pressure on Aviation Infrastructure

Vietnam’s rainy and storm season, lasting from June to November, often brings heavy rainfall, strong winds, and flood risks. These weather conditions not only disrupt flight schedules but also place significant pressure on aviation infrastructure, including runways, terminals, and navigation systems.

In recent years, climate change has made weather patterns increasingly unpredictable, with more frequent and intense extreme weather events. This trend demands proactive measures from the aviation sector to ensure safety and maintain uninterrupted operations.

2. Civil Aviation Authority of Vietnam Issues Specific Directives

The Civil Aviation Authority of Vietnam (CAAV) has instructed all aviation units to proactively inspect each facility and flight route to identify potential risks and determine vulnerable points exposed to natural disasters. The assessment must follow a risk management approach, ensuring that each airport and operational area has a tailored response plan aligned with local topography, weather conditions, and operational intensity.

In particular, for airports located in areas frequently affected by storms, heavy rainfall, flooding, and flash floods, risk evaluations must be conducted thoroughly and realistically—avoiding superficial assessments—to prevent infrastructure paralysis or threats to flight safety.

3. Strengthening Disaster Preparedness Measures

The Civil Aviation Authority of Vietnam (CAAV) has also instructed all aviation units to reinforce their Natural Disaster Prevention and Search & Rescue Command Committees. Each unit must develop specific response scenarios based on the “Four On-the-Spot” principle—ensuring that personnel, equipment, supplies, and command are readily available on-site. All possible situations must be anticipated in advance and addressed promptly to avoid passivity or surprise when disasters strike.

Additionally, units are required to mobilize all available resources to minimize potential losses in terms of human lives, property, infrastructure, and transport equipment that could be caused by natural disasters.

4. The Importance of Infrastructure Risk Assessment

Assessing aviation infrastructure risks not only helps identify vulnerabilities early but also serves as the foundation for developing effective disaster preparedness plans. This is especially critical given the increasingly extreme and unpredictable weather patterns.

A robust and well-prepared aviation infrastructure system ensures passenger safety, maintains uninterrupted flight operations, and minimizes economic losses caused by service disruptions.

5. Recommendations for Air Logistics Enterprises

For companies operating in the air logistics sector, proactively assessing and upgrading infrastructure is essential to ensure operational safety and efficiency. Businesses are advised to:

  • Review and reassess all existing infrastructure, particularly in areas prone to natural disasters.
  • Develop detailed disaster preparedness and response plans tailored to their specific operational characteristics.
  • Train employees in disaster response measures and ensure safety protocols are followed in day-to-day operations.
  • Work closely with authorities and relevant agencies to stay informed and implement timely disaster prevention and response actions.
